Through the mechanism of decentralization, most of the functions of marine and fisheries gradually become part of the affairs of the district/city. The transfer of authority is accompanied by the transfer of financing through a balance fund, so that with the increasing funds managed by the region, it is expected that the development of marine and fisheries will improve. DAK is one of the fiscal instruments of the balance fund, which plays an important role in achieving national priority areas (DJPK 2016). As noted by BAPPENAS (2013) in the national development priorities 2015-2019, the main issues and challenges in the development of marine and fisheries are suboptimal production infrastructure, namely in the capture fleet, ports, agricultural roads, land, and access to business development (capital and markets). The aim of this research is to formulate strategies for managing the Special Allocation Fund (DAK) in the marine and fisheries sector from 2011 to 2016 in the Anambas Islands Regency using the Analytical Hierarchy Process (AHP) method. Based on the AHP method, the priority strategies include the evaluation of regulations related to DAK management, the placement of support personnel, socialization and law enforcement, improving coordination systems, and forming Joint Business Groups.

Keywords: Analysis Hierarchy Process, Special Allocation Fund, Marine, Fisheries, Strategy
Lenny Romauli Marpaung, Hermanto Siregar, Tanti Novianti Copyright (c) 2024 Jurnal Manajemen Pembangunan Daerah https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55580 Fri, 12 Jul 2024 00:00:00 +0700 ANALISIS STRATEGI OPTIMASI MUTU LAPORAN KEUANGAN PEMERINTAH KOTA BOGOR https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55583
ABSTRACT

The local government, as a budget user institution, is responsible for realizing transparency and accountability in financial management by submitting accountability reports in the form of financial statements that will be audited by the Supreme Audit Agency (BPK). The audit results report (LHP) of the Bogor City Government's financial statements from 2006 to 2015 received a disclaimer opinion (WDP) from the BPK, indicating that the financial statements of the Bogor City Government have not yet reached the highest predicate in the form of an unqualified opinion (WTP). This study aims to analyze the quality of the financial statements of the Bogor City Government and formulate strategies to improve the quality of financial statements in the Bogor City Government. The analysis used in the first objective of this study is the descriptive method, while the second objective uses the SWOT analysis method. The study results show that (1) the quality of the local government financial statements (LKPD) of the Bogor City Government is fairly good; (2) clear job descriptions for financial managers are the main strength factor, while the lack of knowledge transfer about financial management is the dominant weakness factor, open selection for occupying position of echelon II is the highest opportunity factor, and the moratorium on the recruitment of human resources for the regional financial management apparatus through the selection of civil servants is the highest challenge factor.

Keywords: Finance, Quality, Strategy, Human Resources, SWOT
Mochamad Ramdani, Dwi Rachmina, Anna Fariyanti Copyright (c) 2024 Jurnal Manajemen Pembangunan Daerah https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55583 Fri, 12 Jul 2024 00:00:00 +0700 STRATEGI OPTIMASI PROMOSI DALAM UPAYA PENINGKATAN INVESTASI SWASTA DI KABUPATEN BOGOR https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55585
ABSTRACT

The increasing competition among regions underscores the importance of promotion in boosting private investment. The expansive and scattered nature of Bogor Regency necessitates the use of appropriate means to introduce the regency. The research objective of this thesis is to develop promotion development strategies to enhance private investment in Bogor Regency. The method employed in this research is the Analytic Network Process (ANP). The results of the ANP method indicate that the alternative strategy with the highest priority is the focused and directed management of promotion programs, with a value of 0.549. The second priority is the strategy of developing promotional products according to investment potential, with a value of 0.324, and the strategy of improving the quality of human resources in marketing communication is the next priority with a value of 0.128.

Keywords: Analytic Network Process, Private Investment, Promotion, Strategy
Nina Widyani, A Faroby Falatehan, Himawan Hariyoga Copyright (c) https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55585 Fri, 12 Jul 2024 00:00:00 +0700 OPTIMASI KINERJA BALAI PENELITIAN DAN PENGEMBANGAN LINGKUNGAN HIDUP DAN KEHUTANAN AEK NAULI DI SUMATERA UTARA https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55593
ABSTRACT

The Aek Nauli Environment and Forestry Research and Development Center (BP2LHK Aek Nauli) has a relatively high budget absorption rate, averaging 96.96% from 2012 to 2016. However, this high budget absorption rate does not necessarily imply that the performance and budget management at BP2LHK Aek Nauli are perfect. Issues such as expenditure accumulation at the end of the year and discrepancies between planned and actual budget absorption on a monthly basis still persist. This study aims to recommend performance improvement strategies for the Aek Nauli Environmental and Forestry Research and Development Center using the SWOT method. The research results identified 10 strategies to enhance performance at BP2LHK Aek Nauli, including (1) Improving commitment to adhere to previously created documents, (2) Enhancing communication for rapid information dissemination related to the latest regulations, (3) Increasing routine evaluation and internal supervision to enhance compliance with regulations, (4) Allocating Non-Tax Revenue Budget (PNBP) to programs linked to seasonal variations, (5) Creating alternative budget arrangements, (6) Improving the quality of human resources to understand performance measurement processes, (7) Enhancing communication among employees regarding service, performance, and performance measurement, (8) Formulating activities aligned with the vision and mission, resulting in excellent public service, (9) Improving cooperation for utilizing research results with local stakeholders, and (10) Enhancing the dissemination of research findings.

Keywords: BP2LHK, Budget Absorption, Strategy, SWOT
Henry Elvin Simamora, Manuntun Parulian Hutagaol, Irdika Mansur Copyright (c) 2024 Jurnal Manajemen Pembangunan Daerah https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55593 Fri, 12 Jul 2024 00:00:00 +0700 FAKTOR-FAKTOR YANG MEMPENGARUHI KEMISKINAN DAN KETIMPANGAN PENDAPATAN DI PROVINSI KEPULAUAN BANGKA BELITUNG https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55595
ABSTRACT

Poverty and income inequality are strategic social issues often faced by various regions in the Unitary State of the Republic of Indonesia, especially in newly expanded areas such as the Bangka Belitung Islands Province. One of the development issues in the Bangka Belitung Islands Province, which is included in the Regional Medium-Term Development Plan (RPJMD) 2017-2022, is related to the levels of poverty and income inequality. This research aims to analyze the factors influencing poverty and income inequality in the Bangka Belitung Islands Province using a static panel data method during the period 2007-2016. The results of this study show that economic growth has been effective in reducing the poverty rate but not in reducing income inequality. Income inequality may hinder or reduce the effectiveness of economic growth in reducing the poverty rate. Statistically, the sectors that have a positive and significant impact on reducing poverty and income inequality are the service sector and agricultural sector. The inflation rate has a negative and significant effect on the poverty rate, but the opposite effect on income inequality. Government expenditure has a positive and significant effect on reducing income inequality, but not on the poverty rate. In addition, the population has a negative and significant effect on income inequality.

Keywords: Panel Data, Poverty, Income Inequality, Economic Growth
Rosy Novriyandi, Dedi Budiman Hakim, Ernan Rustiadi Copyright (c) 2024 Jurnal Manajemen Pembangunan Daerah https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55595 Fri, 12 Jul 2024 00:00:00 +0700 STRATEGI KEBERLANJUTAN DALAM MEMPERTAHANKAN LAHAN PERTANIAN PANGAN DI KABUPATEN BOGOR https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55609
This research is conducted based on the challenges faced by the agricultural sector in Bogor Regency, namely the conversion of rice fields. This conversion occurs due to population growth and economic development in the Bogor Regency, which serves as a buffer zone for the Special Capital Region of Jakarta. The aim of this research is to formulate alternative strategies as efforts for sustainable protection of agricultural land in Bogor Regency using the Analytical Hierarchy Process (AHP) method. Based on the results of the AHP vertical analysis, at the priority factor level is Community Empowerment. At the stakeholder level, private sector prioritizes Community Empowerment. The constraint level prioritizes Lack of Collaboration with Local Government. At the alternative strategy level, the priority is the Establishment of a Sustainable Agricultural Land Control Team with academic support.

Keywords: Agricultural Land Conversion, Analytic Network Process, Food Agricultural Land, Strategy
judo satria, A Faroby Falatehan, Irfan Syauqi Beik Copyright (c) 2024 Jurnal Manajemen Pembangunan Daerah https://jurnal.ipb.ac.id/index.php/jurnalmpd/article/view/55609 Fri, 12 Jul 2024 00:00:00 +0700
